Version 3.3 "Return to the Sky" launched on 2026-10-20 with client 3.3.0, adding two S-Rank agents: Phoenix (Fire, Anomaly) and Severian (Wind, Attack), plus reruns for Velina and Norma (source: App Store official patch notes 3.3.0). This piece is Phoenix only — Severian's build is a separate article, and mixing the two is how people end up with the wrong discs.
Applicable version: 3.3 "Return to the Sky" (launched 2026-10-20, client 3.3.0)

What slot Phoenix actually fills
Before pulling, decide which job she does. Phoenix does fire damage over time, not burst.
Release date and client
3.3 landed 2026-10-20 on client 3.3.0 (source: App Store official notes). Two new S-Rank W-Engines shipped with it: one Anomaly, one Attack.
She is an on-field DPS
Creator-test-server conclusions describe her as an on-field DPS whose team-wide anomaly damage can crit, building a resource to trigger her special burst (source: 4399 creator test server guide, 2026-10-20, tier-3 source). "Team-wide anomaly damage can crit" is the sentence the entire build hangs on.
She is not Severian
Severian wants the stun window and converts it into burst. Phoenix wants the anomaly bar filled and converts it into sustained damage. If your account lacks sustained damage, pull Phoenix. If it lacks burst, pull Severian.

How her kit works, and one common mistake
This is not "stack crit damage and you are done", it is "flatten anomaly mastery and crit rate first, then crit damage becomes meaningful". The same rule applies to every anomaly-crit character.
Building the special burst
Phoenix accumulates a resource during combat and spends it on her burst window (source: 4399 test server guide). Her combo goal is not "more normals", it is "fill the gauge and dump it".
Team-wide anomaly crits
Normal anomaly damage cannot crit. Phoenix changes that rule for the whole team, which means a second anomaly unit in the squad gets amplified too. Your crit rate is not just hers.
Why mastery beats crit damage early
Anomaly damage scales off mastery and proficiency, with crit as a multiplier on top. Stacking crit damage before the base is flat is building a second floor on no foundation. In practice the panel looks great and the damage does not move.

Drive discs: main stats, sets, substats
Discs are the expensive part. Get the order wrong and you refarm.
Slot 6 main stat
Anomaly mastery on slot 6. Her damage chain starts at the anomaly bar, and mastery accelerates the whole chain. Attack percent only lifts the number at the end.
Four-piece Freedom Blues
The test-server recommendation is four-piece Freedom Blues (source: 4399 test server guide). Opening with an enhanced special into normals procs the four-piece immediately, which is why her ramp is faster than other anomaly units.
Substats
Crit rate equals crit damage, above attack percent, above proficiency, above pen. Push crit rate to 60 percent before touching crit damage, because below that threshold a large share of your samples simply do not crit.

Three W-Engines compared
The gap between them is not the stat line, it is uptime.
Signature
Anomaly mastery as the secondary stat, a passive that raises proficiency and lets anomaly damage crit, plus a fire damage buff that stays up almost permanently (source: 4399 test server guide). First choice, no argument.
Shell of the Soul
Irene's signature, also anomaly mastery, with damage, anomaly and disorder bonuses that Phoenix can use. The test server calls it the best non-signature option. That is the target if you lose the 50/50.
Frost-Cleaving Moon
Prometheus's signature, anomaly mastery again, with a burst-damage passive. Narrower than Shell of the Soul, but if you already own it, do not rush to replace it.

Team comps
Her teammates either push the anomaly bar or extend her burst window.
With Remiel
Remiel holds enemies in place while Phoenix converts the anomaly bar into damage. The test server notes that C2 Phoenix is a tier apart in a Remiel team (source: 4399 test server guide). Read that backwards: C0 Phoenix there is merely fine.
With Velina
Velina is Wind Anomaly and reruns in the same patch. She pushes the bar faster, so Phoenix's burst comes more often. Lower ceiling than the Remiel team, much lower cost.
The third slot
Missing stun, add Norma (also rerunning). Missing survival, add a support who can take a hit. One test only: does your team die before the anomaly bar fills?

Cinema value
The percentages below are test-server estimates, not official numbers. Read the trend, not the decimal (source: 4399 test server guide).
C1, roughly 20 percent
C1 adds about 20 percent to total team DPS and cleans up her ramp. Best value per pull in the whole track.
C2, roughly 17 percent
Another 17 percent on top, and a tier-apart performance in Remiel and Velina teams. But it is 17 percent on top of C1, not standalone.
C6, 20 to 30 percent
C6 adds 20 to 30 percent over C2, less in a Remiel team. Whale territory, out of scope for most accounts.
Resource planning
This section is about order, not a shopping list, because the list is identical every patch.
Skill priority
Core skill, then basic attack, then special and ultimate, then assist and dodge (source: 4399 test server guide). Core skill caps her burst, basic attack is her longest on-field action.
Materials and days
Phoenix uses the standard 3.3 ascension and skill lines with no exclusive material. At normal daily energy, taking a character from level 1 to endgame-ready runs roughly 10 to 14 days of energy (community estimate, not an official figure).
Where do I farm her core skill mats fastest?
The 3.3 character progression stage, and use the daily cap before spending any batteries. The entrance is on the Training page, not the event page.
Verdict: pull or skip
One line: pull if you lack a fire anomaly unit, skip if you already have a built anomaly team.
Zero to one built teams: pull. She works at C0 with Shell of the Soul and clears endgame content.
Two built teams: skip. Your marginal gain is in disc substats and W-Engine refinement, not a new agent.
Already own Velina: decide whether you want a fire team. Velina is wind, Phoenix is fire, the teams do not conflict, but your resources will.
FAQ
Can Phoenix work without her signature?
Yes. Shell of the Soul is the best substitute with the same anomaly mastery secondary, and the gap is around 10 percent by test-server estimates.
How many disc pieces?
Four Freedom Blues plus two off-set pieces. The four-piece carries her opener, the off-pieces patch main-stat holes.
What cinema should I stop at?
C0 is playable, C1 is the value breakpoint at roughly 20 percent team damage, C2 and beyond is whale territory.
Phoenix or Severian?
Sustained damage, Phoenix. Burst, Severian. If you can only afford one, pick the slot with fewer substitutes.
Action list
- Swap slot 6 to anomaly mastery before anything else.
- Roll substats until crit rate hits 60 percent, then chase crit damage.
- Chase the signature first; if you miss, lock Shell of the Soul.
- Spend skill mats in the order core, basic, special.
- Only consider C1. C2 and up is not your problem.
